Buy an oil free acne wash and use it every morning and night. Neutrogena has a good one, the formula is orange. Also, apply an acne cream from clearasil that has benzoyl peroxide in it. Also, use a moisturizer in the morning after you apply the acne cream. Your skin needs to be moisturized even if it is oily because if it gets to dry, your body may overcompensate for the oil it needs and produce even more.
Just this will help your skin a lot.
The milia are calcium deposits. They’re not harmful, sometimes your body can push them out itself. Other times you have to pop it yourself. Take a needle, and rinse it with alcohol then pop the milia, then wipe that spot with more alcohol. This should keep the area bacteria free.
Good luck.
P.S. I highly recommend going for a facial at a spa. For teens, it’s usually no more than $50. But the money is so worth it. Most spas explain how to treat your skin and will recommend products for you. They will also clean out your pores like you never would be able to by yourself.
